Representative Coghill moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original resolution: CS FOR HOUSE JOINT RESOLUTION NO. 9(FIN) Proposing amendments to the Constitution of the State of Alaska relating to an appropriation limit. There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Fate: Page 2, line 6: Delete "two" Insert "three" 2004-04-22 House Journal Page 3451 Page 2, line 7: Delete "An appropriation that" Page 2, lines 8 - 11: Delete all material. Page 2, line 12: Delete "four percent." Page 2, line 14, following "include": Insert "appropriations from fund sources or for purposes specifically prescribed by law." Page 2, line 15, through page 3, line 14: Delete all material. Representative Fate moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Stoltze objected. Representative Weyhrauch placed a call of the House. The call was satisfied. The question being: "Shall Amendment No. 1 be adopted?" Insert "(b) Section 16 of Article IX (appropriation limit) is repealed July 1, 2009." Representative Hawker moved and asked unanimous consent that Amendment No. 2 be adopted.
